MEU adopts a phased approach to Business Process Re-engineering which involves the carrying out of a Strategic Business Audit, a Diagnostic Phase and Process Renewal, followed by Delivery and Evaluation of the project.

The Strategic Business Audit provides MEU’s Consultants with an understanding of the organsiations strategies and how these are delivered by the various departments. 

The Diagnostic Phase, which may commence in parallel with the Strategic Business Audit identifies critical processes, bottlenecks and ‘best practices’ that can serve as benchmarks for improving the organisation's performance. 

The Process Renewal stage develops improvements to the current business processes and assesses the adequacy of technology to streamline and facilitate the business operations.

The final stage involves the formulation of a detailed Implementation Plan to ensure the accomplishment of any human resource re-alignment programme and refinement of business processes associated with the formulation of operational policy.  

Devolution of Trading Licences

Following the submission of an MEU report regarding the devolution of Trading Licences, Cabinet approved the implementation of the proposals in this report. Thereafter the MEU was involved in the drafting of the necessary legislation and in co-ordinating the migration of trading licences from the Police to the various regulatory Authorities. It was also involved with the rationalisation of licencing processes and the setting up a one-stop-shop concept within Local Councils in respect of licence administration.

Customer Care System in Local Council Offices

The Customer Care System was an initiative developed by the Ministry of Justice and Local Government in order to provide an electronic means for the lodging of complaints with Local Councils. Complaints or queries from the public were to be forwarded to the competent Ministry which would be obliged to provide a response within a specified time frame. MEU had been tasked with the process of developing the business aspect of the process as applicable to the Public Sector.

Following a pilot period, MEU was tasked to review the operations derived from that period and to continue with the development of the system for its eventual full launch. The Project is currently in progress.
