We
assist the Government and Ministries through the drafting of Bills for
enactment by Parliament.
Transport
Authority Act
The
Act was drafted with the intention of setting up a Transport Authority
that would take up the functions of the Public Transport Authority, the
Licensing and Testing Department, the Roads Department, and the Traffic
Control Board. The Act was passed through Parliament in 2000. The drafting
of this piece of legislation involved massive consequential amendments to
other laws.
Cyber
Legislation
Following
the endorsement by Cabinet in November 1998 of the Information Systems
Strategic Plan for the Public Service, the Permanent Secretary of the
Office of the Prime Minister tasked
the Chief Information Officer to lead an inter-ministerial working Group
to develop draft legislation for Electronic Commerce, Data Protection
and computer misuse. This Electronic
Commerce Act establishes equivalence of electronic documents and the Data
Protection Act establishes data protection and privacy of the individual.
The computer misuse provisions have been codified under the Criminal
Code. An MEU team was actively involved in the
research and in the drafting of the Act.
Malta
Resources
Authority Act
This
assignment entailed drawing up the legal framework relative to the
creation of an umbrella Authority for Resources, which exercises the
regulatory functions in relation to Water, Energy and Mineral Resources.
